Copper capabilities and usage
=============================
This release focused on use of the OpenStack Congress service for managing
configuration policy. See the `Congress intro guide on readthedocs
<http://congress.readthedocs.io/en/latest/index.html>`_ for general information
on the capabilities and usage of Congress.

Examples of Congress API usage can be found in the Copper tests as described
on the OPNFV wiki at https://wiki.opnfv.org/display/copper/testing.
